You have to disenchant it to get the Absorb Stamina enchantment but it has a limited number of charges. While doing the quest “The Staff of Magnus” in Labrinthian you can find this weapon. Tempering Dragonbane needs one Quicksilver Ingot and the Arcane Blacksmith perk. It is a lot better than the other Katanas, dealing extra damage to the dragons.
